A vehicle is only operable if it’s able to drive and steer on its own power in both forward and reverse. If it can’t do one or more of those things, then it’s considered inoperable. In other words, as long as a car can be driven on and off a transport truck without the trucker having to do anything extra, like push or winch the car, then it’s an operable vehicle. If the trucker does have to do those things, though, the vehicle is inoperable, and the trucker will want to be paid more for performing those extra services.
